If M&S or Next or somewhere else that has gone a bit crazy with vanity sizing, then a 12-14 is obese. If it is somewhere like Zara, then you may not be obese if you wear a size 12-14. I think BMI is generally quite a good indicator but, as others have said, it doesn’t work if you are very muscular.
